Upgrade only when you outgrow it.
Your agent stops starting new conversations until the 1st of the next month, or until you move up a plan. Two things it never does: it never cuts a visitor off mid-conversation, and it never turns anyone away empty-handed - it still takes their email or phone number and passes them to you as a lead, so you can follow up yourself. Your dashboard shows where you stand at every point, warns you well before the ceiling, and tells you how many people were turned away if you reach it.
